The Essex County Office of Senior Services is dedicated to providing resources and supporting older adults and their families. We are committed to enhancing the well-being, independence, and quality of life for seniors throughout the county by providing access to essential services, programs, and community resources.

 

We offer a wide range of programs and resources tailored to meet the needs of Essex County’s senior community, including:

Caregiver Assistance
Guidance and assistance for family members caring for elderly loved ones, including respite care and educational workshops.

 

New Jersey Assistance for Community Caregivers (JACC): A NJ Department of Human Services Division on Aging program providing in-home services to qualified seniors who are not eligible for Medicaid or Medicaid Waver Programs and who are at risk of placement in a nursing facility. Services supplement assistance given by the individual’s caregiver networks. Qualified individuals may have the opportunity to hire their own eligible family, friends, or neighbors to provide the care they need. JACC has a co-pay that is based on an individual’s income. Respite Care Program: Provides assistance to families by giving caregivers a break from the daily responsibility of caring for an elderly or disabled relative or friend. Respite services may be used so that caregivers can shop, get medical care, attend to personal matters, rest, vacation, or cope with an emergency. Respite may be used occasionally or at regularly scheduled times. Services available: companion, home health aid, medical adult day care, in-patient care, and Caregiver-Direction Option (CDO). All potential clients must meet the following criteria: (1) have a caregiver in place, (2) must be an Essex County resident, (3) cannot exceed the income threshold and cannot have Medicaid. Certified Home Health Aide: General support by certified and professionally supervised home health aides to maintain, strengthen, and safeguard the functioning of older individuals and families in their own homes during periods of illness or severe instability. Health and Wellness Programs
Access to fitness classes, nutrition counseling, and mental health resources to promote a healthy lifestyle.

 

Adult Protective Services: Intervention services are provided to older people in crisis situations to protect them from self-neglect, neglect, abuse, or exploitation. To report neglect or physical, psychological, or financial abuse of a senior, please call FOCUS, Inc., Newark at 1-866-903-6287.

 

Health Promotions/Education: Provides evidence-based health promotion programs, including programs related to the prevention and mitigation of the effects of chronic disease. For more information, please call ECDOSS Provider Agency: Family Connections East Orange at 973-675-3817.

 

Friendly Visiting: An organized service that provides regular visits to socially and/or geographically isolated older individuals for purposes of providing companionship and social contact. Special Transportation
Safe and reliable transportation options for medical appointments, grocery shopping, and community events.

 

Transportation of older and disabled adults to and from non-emergency medical and therapy appointments. Appointments must be no less than 2 business days in advance. Arm assistance is provided, no stairs. Vehicles are handicapped equipped. Also provided: mall shopping, group trips, competitive and non-competitive employment, post-secondary education and occupational centers. Calendars for mall shopping are posted in town halls, senior centers, and senior buildings. Senior Meal Programs
Nutritious meal delivery and congregate dining services to ensure no senior goes hungry.

 

Home Delivered Meals: Provision of nutritious meals to older people, age 60 and over, who are not able to prepare their own meals because of physical or mental disabilities. Meals are delivered to individuals’ homes. Service is targeted to individuals with the greatest economic or social need. Senior Permanent Housing Services
The purpose of this program is to provide short-term rental assistance and supportive services to the senior citizen population of Essex County who are experiencing financial hardship with their living conditions to avoid homelessness. Seniors that are finding it difficult to maintain housing and other living expenses can seek assistance through the Senior Permanent Rapid Re-Housing program that will help obtain affordable senior housing in order to become sustainable and self-sufficient. 

 

Eligibility Requirements

  • Must be an Essex County resident
  • Age 62 or older
  • Income at or less than 50% of HUD’s AMI Limits
  • Homeless or at-risk of homelessness with supporting documentation
  • Fair market rent rules
