The Essex County Division of Community Health Services is dedicated to enhancing the well-being of residents by providing health, prevention, and support programs that extend beyond traditional medical care. As an umbrella agency, we oversee the administration and management of grants that fund community-based health initiatives aimed at improving quality of life, environmental health, disability services, addiction recovery, and public safety.
Our definition of health encompasses more than physical wellness—it includes education, prevention, environmental concerns, self-development opportunities, and equitable access to essential services. Through collaborative partnerships and targeted programs, we strive to support vulnerable populations, promote healthier communities, and ensure access to critical health and wellness resources.
Our Programs and Services
Office of Addiction Services
The Office of Addiction Services leads efforts to combat substance abuse by organizing, implementing, and monitoring programs for individuals struggling with alcohol and drug-related issues. This office:
- Funds and supports treatment programs for Essex County residents battling addiction.
- Provides behavioral health counseling and referrals for Essex County government employees and their families through the Employee Assistance Program (EAP).
Municipal Alliance Program
The Municipal Alliance Program provides funding, training, and technical assistance to municipalities to develop and implement alcohol and drug prevention programs. Additionally, the program ensures fiscal and program accountability by conducting regular monitoring and evaluations.
Intoxicated Drivers Resource Center (IDRC)
A state-mandated program, the IDRC provides education and intervention services for individuals convicted of DWI/DUI offenses. The program aims to prevent repeat offenses by offering substance abuse education, assessments, and treatment referrals.
Office of the Disabled
The Office of the Disabled provides critical support and services to individuals with disabilities. Through the Personal Assistance Services Program, we:
- Offer information and referrals for individuals in need of disability-related services.
- Provide personal assistance services for adults 18 and older with permanent physical disabilities, helping them maintain independence in everyday life.
Special Child Health Services
This program supports children with special needs from birth to age 21, ensuring they receive the services necessary for healthy development and care.
- For children from birth to age 3, we coordinate free multidisciplinary evaluations to assess developmental delays and connect families with early intervention resources.
Environmental Health Services
The Health Department serves all 22 municipalities within Essex County by monitoring and enforcing environmental health regulations in the areas of:
- Solid waste management and enforcement
- Air, noise, and water pollution control
- Hazardous materials response and compliance
Domestic Violence Assessment Center
The Domestic Violence Assessment Center (DVAC) is a court-referred program addressing intimate partner and family violence. Through assessments, intervention planning, and monitoring of defendants with final restraining orders, the program:
- Enhances the safety and well-being of victims and their families.
- Holds offenders accountable while providing access to intervention resources and behavioral programs.
