11 Oct PUBLIC HEARING ESSEX COUNTY DIVISION OF HOUSING AND COMMUNITY DEVELOPMENT 2020-2024 FIVE-YEAR CONSOLIDATED PLAN AND 2020 ONE YEAR ACTION PLAN

The Consolidated Plan is a five-year strategic plan that sets out a collaborative vision for community development in Essex County, based on an analysis of the best available data about how
well the local housing market meets the needs of residents. The Urban County and HOME Consortium of municipal partners with public input will develop the 5-year plan.
Citizens of Essex County are invited to a Public Hearing to comment on the preparation of the 2020-2024 Five-Year Consolidated Plan and 2020 One-Year Action Plan, which will include an
emphasis on how federal funds distributed from the U.S. Department of Housing and Urban Development (HUD) will be used to meet the local demand from low and moderate-income
households for: affordable rental housing and home ownership opportunities, needs assessment of infrastructure, housing, homelessness, and services with particular emphasis on those areas
that benefit low and moderate income persons, a market analysis and a strategic plan.
The One-Year Action Plan also contains goals and objectives towards meeting the assessed needs. In addition, the One Year Action Plan consists of the proposed use of funds to address these
needs through the Community Development Block Grant (CDBG), Home Investment Partnership (HOME) and Emergency Solutions Grant (ESG) Programs.

This Hearing will afford citizens an opportunity to comment on the proposed plans prior to submission on April 15, 2020 to the U.S. Department of Housing and Urban Development for
