Millburn, NJ – Essex County Executive Joseph N. DiVincenzo, Jr. joined with officials from the Township of Millburn on Thursday, August 11th to announce plans to modernize the intersection of Hobart Gap Road/White Oak Ridge Road and Hobart Avenue in Millburn with new traffic signals. The project is part of the County Executive’s ongoing initiative to modernize infrastructure and enhance pedestrian and motor vehicle safety.

“An ongoing priority of my administration is to provide the most modern, up to date infrastructure to ensure our pedestrians and motorists are safe. We understand Millburn’s concerns about the intersection and are pleased to partner with them to get the traffic signals installed,” DiVincenzo said. “This is an example of what different levels of government can accomplish for our residents when we work together,” he added.

“We have been upgrading so many intersections with new lights throughout Essex County. The improvements to this intersection are much needed to enhance traffic and pedestrian safety,” Commissioner Patricia Sebold said. “Promoting public safety is more than just policing. It includes making sure our infrastructure is modern and capable of handling current needs. This project is another example of how we are making sure Essex County is the safest in New Jersey,” Commissioner Len Luciano said.

“I want to thank Joe DiVincenzo for this wonderful partnership between Millburn and Essex County. Promoting safety is important and I am happy we have joined forces with the County to get this intersection done. I also want to thank the homeowners who agreed to property easements so the intersection could be improved,” Millburn Mayor Maggie Miggins said.

The project includes the installation of new traffic signals at the intersection of Hobart Gap Road/White Oak Ridge Road and Hobart Avenue in Millburn. The signals will have LED lights which are brighter, easier to see and more energy efficient. GPS clocks will be installed to ensure the timing of the traffic signals is coordinated with other intersections in the area. There also will be pedestrian signals with countdown timers, high visibility crosswalks, road striping and signage. Sidewalks, curbs and pavement will be replaced only if they are disrupted by the construction. The traffic signals will replace an four-way overhead flashing red light.

The intersection of Hobart Gap Road/White Oak Ridge Road and Hobart Avenue in Millburn currently is an unsignalized intersection. A 2018 study prepared by NV5 of Parsippany for the Township determined signals were needed.

SIMCO Engineering from New York designed the intersection improvements under an existing contract. Foggia Trinity Electric of Scotch Plains was awarded a publicly bid contract for $440,580. Essex County and Millburn are each paying 50 percent of the cost of the project. It is scheduled to be completed by spring 2023.

Another Essex County project currently underway in Millburn is the replacement of the Marion Avenue Culvert. The original 1962 culvert is being replaced with a modern structure.
